Background

Seattle Public Schools (SPS) has made a commitment to excellence for all students. Honoring that commitment relies on the work of our talented instructional staff members. Their teachers, principals and other instructional leaders are our greatest resource. They are the people who make learning happen by inspiring students and making lessons come to life. SPS has been working with teachers and principals to strengthen leadership in our schools, improve instructional practices, and ensure that we are able to provide high quality materials and programs at every school.

As a critical partner of the school district, the Alliance for Education holds the teaching core at Seattle Public Schools (SPS) in the highest regard. We are also committed to an ongoing review and revision of the supports required to serve all students. That is why the Alliance recently asked the National Council on Teacher Quality (NCTQ), a national research and advocacy group, to conduct this independent study. The effort was funded by the Philanthropic Partnership for Public Education, a group of 13 organizations supporting public education in Seattle.

The NCTQ report focuses on four policy areas:
• Compensation
• Transfer and assignment
• Workday
• Developing effective teachers and exiting ineffective teachers

Although the Alliance and SPS do not agree with all of the recommendations in the report, they do feel that the report can be used as a tool to initiate a community-wide conversation and raise the level of public debate on teacher quality, with teachers providing a leading voice in the discussion.
